The paper analyzes the economic interpretation of the functions of the state in the old and the new political economy. Redefining role of the state is shown in the new political economy. The author examines the development of the preconditions of analysis, key issues and changes in the structure of public choice theory at different stages of development. Special attention is paid to the establishment and development of public choice theory in modern Russia.
This article is talking about state management and cultural policy, their nature and content in term of the new tendency - development of postindustrial society. It mentioned here, that at the moment cultural policy is the base of regional political activity and that regions can get strong competitive advantage if they are able to implement cultural policy successfully. All these trends can produce elements of new economic development.
