The Referendum on British Membership of the European Union in the Context of David Cameron’s Conservatism
This article investigates David Cameron’s promise to hold a referendum on Britain’s membership of the EU in the context of the prime-minister’s conservatism. The demand for the referendum is the logical end of evolution of his euroscepticism under the influence of political circumstances. The author’s idea is that this promise is of internal political nature. This measure helps to solve the problem of party competition and neutralize the right-wing rival – the United Kingdom Independence Party.
The article considers the problem of changes in the political development of Great Britain in the late 2000s. The author assesses the role of the 2008-2010 global financial crisis in the exacerbation of inter-party confrontation and the modernization of organizational structures of the leading political forces in the UK. The reasons for the obvious crisis of the ideas of the New Labour and the revival of the attractiveness of conservatism in the context of the crisis are given. The author describes in detail how the Tories revised their previous ideas and formed the concepts of “new compassionate conservatism” and “great society”. The author states that David Cameron tried to combine the basics of Thatcherism in the economic sphere with the need to solve urgent problems in social development. The role of the leading British think-tanks and experts in the development of new socio-economic policy projects is analyzed. The author traces the efforts of the conservatives to focus on issues important for most Britons, to offer their solutions, to improve the image of the Tories, and to take away the initiative from their political opponents in order to return to power. Based on official party documents and official public statements of the Tory leaders, the paper analyzes the processes of forming and promoting new programs aimed at adjusting the model of socio-economic development of the UK, overcoming the current acute problems of development, and ensuring sustainable growth in the post-crisis period. The interrelation of political battles of the late 2000s with key trends of contemporary political struggle in the UK is demonstrated.
The article discusses the strategy of the Conservative Party on the issue of the House of Lords’ reform. The main emphasis in the work is on the attempts of the Conservative-Liberal coalition to modernize the upper chamber in 2011-2012. The House of Lords has been in reform process for more than 100 years. The difficulties with the reform occurred because of the lack of public, inter-party and internal party support for the bills. The Conservatives traditionally protected the institution which due to hereditary peers allowed them to dominate in the upper House. The program of the new party leader David Cameron, who sought to move the party to the center of the political spectrum, offered a block of political reforms, which included the reform of the House of Lords. However, based on its contradictory and protracted nature, it was the "third priority" of the future Conservative government. The formation of the coalition with the Liberal Democrats in 2010 meant that the Conservatives have agreed to reform. Anyway, the leader David Cameron went on to create the mechanisms for the implementation of constitutional changes, but during the passage of the bill opposed an effort to prevent the riots of the Right-wing Conservatives. This was the reason for the crisis between the coalition partners, which became one of the most serious ones during the work of the coalition. However, the parties kept the union, refusing to further advance of controversial reforms. Despite the failure of the reform, it is not a thing of the past, because it still shows the archaic political system and its disproportionality.
