Re-thinking Change in Urban Planning As a Social Innovation: From Large Housing Estates to Compact Mixed-use Urban Neighbourhoods
Over the course of the last five decades the conceptualization and planning of new neighbourhoods in (Western) Germany underwent fundamental changes. They are best captured by the paradigm change from functionalist Modernism to the compact, mixed-use city model. This shift spans from changes in the spatial, functional and structural conceptualization of neighbourhoods, to the transformations of planning, production and implementation processes. But how did these novelties enter the urban planning discipline - how can we explain and conceptualize the processes of formation, dissemination and implementation of new knowledge? The article analyses the paradigm shift as a process of learning by highlighting the purposeful reconsideration of the ‘old routine’ as well as the pro-active approaches in developing new pathways.
