The U.S. defence community is currently debating a range of capability requirements and top priority investments that will shape U.S. strategy and the use of force in the 21st century. Embedded in a broader conceptual umbrella of the Third Offset Strategy, the U.S. Department of Defence (DOD) seeks to develop technologically enabled novel operational and organisational constructs. This would sustain U.S. military superiority over its capable adversaries at the operational level of war, thereby strengthening conventional deterrence. At the same time, the Third Offset strategy aims to revamp institutional agility in U.S. defence management to succeed in a dynamically evolving operational environment. By speeding up the implementation of organisational and conceptual innovation, a strategic technological advantage is sustainable. Strategic effectiveness of the Third Offset, however, will not only depend on the institutional agility and adoption capacity – the financial intensity and organisational capital required to adopt military innovations, but will also depend on the responses, resources, and counter-innovations by peer competitors. Notwithstanding the diffusion and convergence of novel technologies – electronic miniaturisation, additive manufacturing, nano-technology, artificial intelligence, space-like capabilities, and unmanned systems that are likely to alter the character of conflict over time, the patterns of “challenge, strategic response, and adaptation” will continue to shape the direction and character of long-term strategic competitions. Accordingly, this report aims to ascertain the evolving contours of the Russian strategic thought and responses toward the Third Offset strategy. It argues that while the U.S. Third Offset is a recent development, its core technological initiatives have been a significant causeof concern for Russia for a long time. In this context, Russian responses to counter these initiatives consist of two major elements: The first one is ‘countering the Third Offset Strategy with the First Offset Strategy’, which means prioritising the development of a wide array of both strategic and tactical nuclear weapons systems. For Russia, maintaining a sophisticated arsenal of nuclear weapons can effectively offset conventional military innovations of the U.S., NATO, and China. The second element of the response strategy is more ambitious, and carries greater technological risks. Russia began to counter many U.S. technological initiatives via similar indigenous programs, although more narrowly focused and smaller in scale. In October 2012, Russia established the Advanced Research Foundation (ARF) – a counterpart to the U.S. DARPA. The ARF focuses on similar areas such as the Third Offset Strategy, including hypersonic vehicles, artificial intelligence, additive technologies, unmanned underwater vehicles, cognitive technologies, directed energy weapons, and others. Although in some programmes, Russian military research and development are at initial stages relative to the U.S., in other areas such as directed energy weapons, rail gun, hypersonic vehicle; unmanned underwater vehicle programmes are progressing into advanced stages. The key challenge for Russia, however, is a sustained resource allocation to translate these disruptive innovations into actual military capabilities.

Liberalism in Russia is one of the most complex, multifaced and, indeed, controversial phenomena in the history of political thought. Values and practices traditionally associated with Western liberalism—such as individual freedom, property rights, or the rule of law—have often emerged ambiguously in the Russian historical experience through different dimensions and combinations. Economic and political liberalism have often appeared disjointed, and liberal projects have been shaped by local circumstances, evolved in response to secular challenges and developed within often rapidly-changing institutional and international settings.

This third volume of the Reset DOC “Russia Workshop” collects a selection of the Dimensions and Challenges of Russian Liberalism conference proceedings, providing a broad set of insights into the Russian liberal experience through a dialogue between past and present, and intellectual and empirical contextualization, involving historians, jurists, political scientists and theorists.

The first part focuses on the Imperial period, analyzing the political philosophy and peculiarities of pre-revolutionary Russian liberalism, its relations with the rule of law (Pravovoe Gosudarstvo), and its institutionalization within the Constitutional Democratic Party (Kadets). The second part focuses on Soviet times, when liberal undercurrents emerged under the surface of the official Marxist-Leninist ideology. After Stalin’s death, the “thaw intelligentsia” of Soviet dissidents and human rights defenders represented a new liberal dimension in late Soviet history, while the reforms of Gorbachev’s “New Thinking” became a substitute for liberalism in the final decade of the USSR.  The third part focuses on the “time of troubles” under the Yeltsin presidency, and assesses the impact of liberal values and ethics, the bureaucratic difficulties in adapting to change, and the paradoxes of liberal reforms during the transition to post-Soviet Russia. Despite Russian liberals having begun to draw lessons from previous failures, their project was severely challenged by the rise of Vladimir Putin. Hence, the fourth part focuses on the 2000s, when the liberal alternative in Russian politics confronted the ascendance of Putin, surviving in parts of Russian culture and in the mindset of technocrats and “system liberals”. Today, however, the Russian liberal project faces the limits of reform cycles of public administration, suffers from a lack of federalist attitude in politics and is externally challenged from an illiberal world order. All this asks us to consider: what is the likelihood of a “reboot” of Russian liberalism?

Основное внимание в исследовании уделяется последовательным волнам промышленного, а затем технологического и кибернетического прогресса, которые привели к наступлению нынешней эры глобализации, а также к изменению роли западных держав и бывших второстепенных игроков, что впоследствии приведет к формированию мирового порядка без гегемона.

Кроме того, авторы анализируют то, что они называют Великой конвергенцией, т.е. наблюдающееся с конца 1980-х годов уменьшение разрыва в уровне благосостояния между странами первого и третьего мира, пришедшее на смену Великой дивергенции 1800-х – начала 1970-х годов.

The authors call on G20 leaders to emphasise the urgent need to address education and skills development for refugee children and youth in host countries. G20 leaders should also promote the updating and responsiveness of national education systems in terms of quantity and quality to address current migration challenges in both host countries and countries of origin. To facilitate the inclusion of refugee children and youth in formal and non-formal education systems of host countries, G20 leaders should provide additional financing, and redirect existing funds, to support education infrastructure and favourable framework conditions. We also suggest measures to intensify cooperation with local ministries of education, and to increase international cooperation in accreditation of education for refugees. We urge the G20 to strongly support international efforts to provide access to educational opportunities for refugees at all levels, including higher education.

The interdisciplinary studies have demonstrated their effectiveness, whereas the study of evolution is one of the most fruitful areas of interdisciplinary knowledge where representatives of natural, mathematical, and social sciences, as well as the humanities can find a common field for their research. The almanac is designed to present to its readers the widest possible spectrum of subjects and problems: from the approaches of the universal evolutionism to the analysis of particular evolutionary regularities in the development of biological, abiotic, and social systems, culture, cognition, language, etc.

The first section of the almanac presents a general sketch of the universal evolution, its main phases, vectors, and trends. The second section is dedicated to the problems of comparisons of different types of macroevolution, as well as to the possibilities to use achievements of certain fields of evolutionary research in its other fields. The third section deals with major issues of social evolution. The topics of all the sections and articles intertwine rather tightly, that actually transforms the present issue of the almanac into a collective monograph dedicated to the search for contours and instruments of evolutionary megaparadigm. The almanac's articles present a wide panorama of the application of various approaches and concepts in the framework of this emergent general paradigm that will allow to detect in a much more effective way both fundamental similarities and essential differences between different types of evolutionary dynamics.

This book aims to explain the reasons behind Russia’s international conduct in the post-Soviet era, examining threat perceptions and national security doctrines. Serguning analyzes Russian foreign policy discourse with a particular focus on the major foreign policy schools of Atlanticism, Eurasianism, derzhavniki, realpolitik, geopolitics, neo-Marxism, radical nationalism, and post-positivism. The author critically assesses the evolution of Russian foreign policy decision-making over the last 25 years and analyzes the roles of various governmental agencies, interest groups and subnational actors. Concluding that a foreign policy consensus is gradually emerging in contemporary Russia, Sergunin demonstrates that Russian foreign policy discourse aims not only at the formulation of an international strategy but also the search for a new national identity. Sergunin argues that Russia’s current domestic situation, defined by numerous socio-economic, inter-ethnic, demographic, environmental, and other problems, dictates the need to abandon superpower ambitions and to set modest foreign policy goals.

How do Russian leaders balance the need to decentralize governance in a socially and politically complex country with the need to guarantee political control of the state?
